The best answer for this question would be “act appropriately based on the information; know how and when to use technology.” This is basically asking for the difference between someone who deals with memos all day and someone who deals with computers and other tech all day.

Someone who has the ability to take in a lot of information and keep it all organized in their office or head will be more likely to act on what they know, whereas someone who knows technology well will be able to use that when it is appropriate (such as if the literate-information person asked them to help create an app to keep everything organized for those who aren’t great at that).
