For the most part, chocolate can usually not be considered a vegetable product in that it contains no meat or fish in it. However, some chocolates contain egg and milk which make it a mixture of things. There usually aren’t vegetables in chocolate. Even though cacao beans are ground into a fine powder and then mixed with other ingredients before adding sweet sugar to it, the beans may not necessarily be considered a vegetable.
By the time the chocolate is manufactured in the factories, there may not necessarily be a lot of the beans left. Since the cocoa beans grow in pods and on trees, they would be considered a fruit and not a vegetable. Vegetables grow in the ground.
