Paper is recyclable. Plastic is recyclable. It is when there is a mixture of materials that bags and other things can't necessarily be recycled. Sometimes the bag or other item is marked 'recyclable'. This is helpful. Otherwise, you must use common sense. Is it paper, is it cardboard, is it plastic - then you can recycle in the appropriate bin. If it's a mixture, don't.
Fast food bags are recyclable. Many of the restaurants use paper bags for the smaller meals. Occasionally, they will use plastic bags for the bigger orders. However, both are recyclable. Paper seems to be the easier material to recycle and is found in most recycling centers. Plastic bags may be a little more difficult. Unfortunately, there are very few, if any, recycling bins in the fast food chains. Most of them require the patron to dispose of their trash in a trash can.
Also, the fast food bags get dirty which makes it difficult for recycling centers to recycle. The plastic bags may stay cleaner or are easier to clean. Since a lot of fast food restaurants fry their foods, the grease gets on the paper bag which makes it a little difficult to recycle them.
