Test conditions are derived from specifications.

For those who are not sure what specification is, this is usually a precise requirement that is needed. This is the same with creating a test, and you need to know what the condition is before you start building it. Can you imagine creating a test without knowing who the test takers are going to be?

You may only end up getting them confused with what they should do. Once you already know what the specifications are, you can continue with what you are doing. Remember that specifications are not only limited to creating tests. They can be used for other things too.
