The highest possible value for the GEM is 1 or 1.0. GEM stands for Gender Empowerment Measurement and is used to measure gender equality in the world. It is the effort of the United Nations Development Programme or commonly referred to as UNDP to measure the extent of gender inequality in the world based on these dimensions – earned income of women to men, women’s right to participate and hold high paying positions and their access to holding seats in a parliament. Norway ranks first in terms of GEM with a total combined value of 0.910.
This value was taken from the three dimensions – with 0.72, 27 percent, and 31.7 percent in estimated income, women’s right to hold positions and access to seats in parliament respectively.
