It may be a physical map showing the different landforms and bodies of water in an area.
The scale is a small measurement showing how much one mile is represented on the map. To show the distance between two cities, someone could use the scale. First, draw the scale on another scrap piece of paper. Then use the drawn scale as a ruler.
