Napoleon is becoming a more typical dictator by doing three things: he’s living very well while the other animals are barely getting by, the other animals on the farm are being overworked, and the other animals have to live by these rules that Napoleon is very regularly breaking. For a good modern day comparison, look over at China and the problems they’re having with their Communist party.
The Chinese Communist Party (or the CCP) has one very important rule. The only thing that’s important in life is to make money. So, members of the CCP are involved in corrupt businesses. While corruption runs rampant in China, who gets taken down on a “corruption charge” is up to the whims of whichever power faction is in power at that time. A bit like Napoleon living well when the others are struggling.
