Based on the name itself, you can already guess that this is not something that can be accessed by everybody. True enough, this is something that will only be available to a select group of people. Usually, this is something that can be accessed by people within the same company.
Take note that even with a private cloud, there may still be restrictions to the data that people can and cannot access. For example, there are some data that are only accessed by those who are in the finance department and cannot be accessed by those who are in the engineering department. It will depend on how the cloud will be programmed.
