Which rule is most frequently broken?

I have to say that the answer to this question is children must not ride bicycles until they are nine. This may be from a book but when you check out the things that are happening right now. Check different bike stores and you will definitely see that there are bikes that are for children who are below 9 years of age.

There are even some who would teach kids how to ride bikes at a young age. Kids and adults are recommended to look at each other whenever they are speaking so that they can establish a connection with each other. It is evident that the other rules are also broken in The Giver too.
