First of all, one can neither pass nor fail TOEFL. TOEFL is simply a teaching test cause they will practically teach you all you need to know to answer the questions. It's just a medium where your ability to understand and being able to apply academic English is tested. The test is measured on a scale of 0 to 120, and the higher your score the higher your academic English language skills (proficiency).

Non-native English speakers aiming to attain a high level of proficiency would require to read and practice. Reading can help you acquire the vocabulary of English language. You should also enroll for a TOEFL class that focus on speaking and writing academic English.

You will have classes and read as many books(and online content) as you can if you can't speak English well(or at all).
