The correct answer can't be 24. All of the missing parts outside of the circle have to be added together. So, the answer is 42 cm.

Perimeter of quadrilateral DEFG = 2(5+4+5+7)cm = 42cm .
As GQ=GP=5cm , PF=FS=7cm , SE=RE=5cm and DR=DQ=4cm. [Tangent segments are of equal length]
So perimeter of DEFG = GF+FE+ED+DG = GP+PF+FS+SE+ER+DR+DQ+GQ
=[5+7+7+5+5+4+4+5]cm=42cm
