The minimal drug plasma concentration to produce effect describes minimal effective concentration (MEC). This question can often be tested in pharmacology or potentially in chemistry when not using medications. In the simplest terms, the minimal effective concentration is the lowest amount possible of the drug (or chemical) used to create a specific resonse.

For example, if you have a cold and want to take some cold medicine to lower your fever, the minimal effective concentration would be the smallest amount of cold medicine you could take which would decrease your fever to a normal level.
