The answer to this is a bit tricky because it would depend on your location if you are going to think about productivity. The most common answer for this question though is C. You need to consider the rate of the organic matter that you can get from the area. Mangroves are known to be highly productive especially when compared to the other areas.

Some may think that oceans should rate much higher but according to some reports, the ocean is very vast and not all of its areas can be used by humans because of varying reasons. When it is compared to the other areas, the oceans may only be as productive as the desert.
