The correct answer to this question isthe Declaration of Independence. This statement was by the Second Continental Congress, which was done on July 4, 1776, at a meeting at the Pennsylvania State House. John Adams convinced the Congress to select Thomas Jefferson to write a draft of the statement.

The Declaration of Independence stated that the thirteen colonies who were at war with Great Britan would become independent states, free from British rule. The declaration was the first step in forming the United States of America. It was signed by representatives of many now states including Maryland, Virginia, and Georgia.

It is the Declaration of Independence. It was written during the Revolutionary War to declare seperation from Great Britain. Similar to a "break-up" letter.
