A cover letter is going to be something that you can place together with the resume that will state why you are good for the position that you are applying for. Between the two, the resume will be used as a reference for the different details that the company may need to know but the cover letter will help you stand out from all the other applicants.
Cover letters demonstrate to the possible employer that you have a desire to work there and what they can anticipate if they choose to hire you. A cover letter entails a lot of personal bio from a more casual angle.
The primary purpose of the cover letter is to point out how your credentials line up with the requirements of the prospective job and why you would be a valuable attribute to the company. A resume, on the other hand, is a document that is strictly business, so to speak, as it is a list of your past education combined with any working experience you may have.
If it is a quality resume, it may go into depth about what responsibilities you have had and any references you may have acquired to show that you can attest to your competency.
