Leggings and tights are both garments that a person can wear over their legs. One way to differentiate between them is how they are designed. Leggings are often thicker. They can be accepted as pants because they are thick and are footless. When it comes to tights, they are not accepted as pants because they are sheer and often see-through. They are accepted to wear under a skirt or a dress. Along with that, tights will cover the feet, though there are some footless tights that are on the market. Both are tight, but tights are often tighter and resemble skin.

Some people may interchange the use of these two, but they do have some differences that will make it easier to distinguish one from the other. Leggings are known to be skin tight too, but they are usually tighter as compared to tights. Another difference is that they are footless.
This explains why there are some people who wear leggings whenever they go out. Tights are normally used in order to dance. Some people love wearing leggings as pants because they can be very comfortable.
The important thing is that they are thick enough. Tights are known to be sheer, and they would usually cover the feet when worn. They are sometimes worn under other clothes.
