Jordon B. Garfinkel and Chuck Dixon created the Birds of Prey as a spinoff of Suicide Squad. The team first came onto the scene in a 1995 comic entitled, "Black Canary." The group of tough women has evolved in the years since, obtaining and deleting members and even changing headquarters many times. The Birds of Prey has ping-ponged back and forth from Gotham to a couple of disclosed locations, and then back to Gotham again.

The most significant shift among the team is when DC relaunched in 2011. Black Canary was the lead, and personalities like Poison Ivy were fleshed out. There was another relaunch, which is entitled DC Rebirth, which happened in 2016, and it was a rejuvenated and new team. They were heavily involved with "The Suicide Squad." Now, Harley Quinn is back as the stock character in the Birds of Prey movie.
