Human rights are considered to be universal because people are expected to be treated with respect, no matter where they are from or where they live. There are instances; however, when the culture where people live will play a huge role in how people will be treated.
Human rights are supposed to be universal, which means that everyone is subjected to basic human rights no matter where they are born, what their race is, and what their gender is. There are still some ongoing debates about the universality of human rights, especially since some people believe that basic human rights are not being followed anyway.
