Both are a higher authority in their respective areas. Dynasties are the succession of rulers who are from one family and having nothing to do with countries and nations. An empire is a bigger kingdom, while the emperor or empress rules, and therefore may hire representatives to assist in the governance.
It may have varying countries and nations under its rule, whereby the nations may not be able to close the head of the kingdom. It may also contain small kingdoms who report to the highest authority. The rulers of a dynasty come from the same family; therefore, the rule is not chosen but instead inherited.
