Though I have not seen The Joker yet, I would have to say Yes. So far, the Marvel Universe films are topping everything, including the box office numbers and the anticipation that builds for them before the film even has a release date.
The Joker has been the lone DC film in a while to have this much anticipation behind it. It could be because Joaquin Phoenix's portrayal reminds viewers of the days of the Joker in the comic book and in the silent films. This movie has become so popular that people have been doing photo shoots in the locations that the film was made.

Yes. Most of the recent DC comic book films have been predictable and disappointing. After the failed Justice League, DC needs a big hit. Joker promises to be a very different kind of movie. This type of film could conceivably attract a plethora of talent on par with Heath Ledger and Joaquin Phoenix.
Also, the movie follows the Martin Scorsese formula in terms of art, content, and character-driven story, which is an encouraging change from the typical big-budget CGI packed superhero film.
