Almost all people who are living in Puerto Rico are fluent in Spanish. It will be safe to say that Spanish is their first language. Being one of the territories of the United States might make them want to learn English too but not everyone in Puerto Rico will be able to speak this language fluently.
There are some who make an effort to learn how to speak English but they have to take time to truly learn it as it is not readily taught in schools. Some say that Puerto Rican Spanish still has a unique flair to it that even those who know how to speak basic Spanish may find some of the words hard to understand.
