Puerto Rico is considered to be US territory which means that other US citizens do not need to have a passport or visa whenever they would visit this country and vice versa. Those who are outside of the United States would definitely need a passport in order to enter the country. Passports are very helpful in determining who among the people are considered to be foreigners.
Non-US citizens who would need to enter the US may be required to have a visa depending on the country from where they are coming from. US citizens are just required to show an identification card when they want to visit Puerto Rico soon.
