The correct answer to this quest is Yes. The Narendra Modi government is responsible for revoking the article. They were able to do so with Amit Shah's help. He is the Home Minister of India.
The article being revoked has bought forth a lot of changes to the state of Kashmir. This is because, along with the article being revoked, article 35a of the Indian constitution was also revoked. From this, the state of Kashmir has to begin abiding by the laws set forth by the Indian constitution. As such, the state of Kashmir is now one with the rest of the states of India, instead of acting independently.

Yes, article 370 has already been abolished. This is a constitution that is supposed to grant special privileges to Jammu and Kashmir. There are still different opinions about what may possibly occur because of revocation. For example, those who believe in human rights feel that it will be an issue to those who are living in the state.
There are also some people who believe that since the state will also be following the typical rules and regulations that are being followed by the rest of India, there might be peace that will occur. This means that the constitution that used to be followed by the people from the state will be following the constitution of India from now on.
