The correct answer to this question is President Rajendra Prasad. He introduced the article as a temporary provision. It was temporary in hopes of stopping the disputes between India and China over the state of Kashmir and helping prevent war.
It has stayed around for so long because the people continued to follow it. For so long, Kashmir has been able to act independently from the other states of India. They have their own flag and constitution. With Article 370 being revoked, they are now one with the other states of India. This has caused mixed reactions across the country.

The person who introduced article 370 is President Rajendra Prasad under Article 370, with the advice of Jawaharlal Nehru, the Union Government head. Take note that Article 370 was considered to be a temporary provision, but it was being followed properly by people back then. This is supposed to provide autonomy to Jammu and Kashmir, but recently, there are some changes that are being done to it.
This means that instead of the state having its own flag, constitution, independence, and so much more, it will start to enjoy the other benefits and privileges that are available to the other residents of India coming from other states. People are a bit mixed about this change that is supposed to happen soon because it will definitely spark some changes.
