Air Force is a large body of the military, while air guard is just a unit under the Air Force. In the United States, the Air Force is the major body that handles the warfare service, while air guard is just a reserve team. The Air Force is engaged full time, while the air guard is only found involved on a part-time basis. The commander in chief in of the Air Force is the president of a country, while the commander in chief of the air guard is the governor of a state.

Both the Air Guard and the Air Force are part of the military, but the Air Guard is actually part of the Air Force. It is a subcategory of the Air Force. If you are in the Air Force, then this is probably your full-time job whereas if you are in the Air Guard, then it may be your part-time job. When it comes to the Air Guard, the state governor is in charge of it.

When it comes to Air Force, the president is in charge of the Air Force because he is considered to be the commander in chief. Whenever there is a problem within the country like a natural disaster, then the Air Guard is called. If there is something that happens internationally, that is a problem with the country, then the Air Force is called.
