This will depend on what is being connected by top and bottom. The top usually means that it is the one that is so high that it will be hard to reach. The bottom is the area where a lot of people who consider themselves to be unsuccessful are there. They say that the moment that you reach the top, the main thing that you are going to notice is that you are lonely because there is no one there with you.

Those who are waiting in the wings are just waiting for you to find your way down so that they can reach the position that they are in. Top and bottom can also be used for many references. For example, the top may refer to the blouse or the shirt that you are wearing while the bottom will refer to your jeans, your shorts, or your skirt.
