One of the primary differences between advice and suggestion is the level of formality. Advice is considered formal, while suggestion can be a casual opinion from someone. The advice can sometimes be the solution to the problem. Advice constitutes command and control because the person offering it generally has some experience and knowledge. Information is also highly commercialized under consultancy services.
The suggestion is not commercialized. Advice is often highly implemented and followed. Few people will implement recommendations. There can be implications with advice, which means there may be negative or unwanted consequences if you do not follow the advice given to you. Advice lends to the notion of counsel.
