The referendum is what the vote is all about while the plebiscite is the election for the referendum. Referendum often referred to as the purest form of government because it seeks the voice of the majority on a certain (political) issue. For example in a democratic country, all people in the right age to vote are given the opportunity to choose their own leaders.

Whether these leaders are capable to run the country or not, if the majority of the people choose them, it will be the final decision, on the other hand, might only have a temporary political condition and are given to a certain population (eg working people or students) on a given situation.
