To get permanent residency in Switzerland, you'll have to do a few things. It is not like the United States or other places that just let anyone come in and vote and use the resources. Generally, you have to have lived in the country for 10 full years, you can apply for a settlement of Swiss permanent residence permit.
Some nationalities do not have to wait a full 10 years, however. There is also the option of becoming a naturalized as a Swiss citizen and that takes a total of 12 years, or in some instances, less. It's not all that easy to become a permanent resident of Switzerland but it is certainly not impossible.
