These are places like hotels, pubs, restaurants, and clubs. Unlike residents of the city, tourists are not able to just drink freely in the city. They also do not need an individual license to drink in the city. The reason why Dubai is so strict when it comes to drinking is because of their religious beliefs. Many of the people in the city are very religions and are insulated being around alcohol.

Drinking alcohol in Dubai is an interesting subject. Residents can freely consume alcohol in the Dubai Emirate if and only if they have an alcohol license. But tourists can buy and consume drink alcohol in venues that are licensed venues to sell and serve is like clubs, hotels, restaurants, and pubs.
But Emirate Sharjah is much more conservative and drinking alcohol there is illegal no matter what. It is about their religion rather than just the social aspect, so they are set in stone not to allow it in their area. It would be an insult to them, and they will not tolerate that.
