Both serve separate tasks, and a merger would be a disaster. Both are going well when operated separately, then why should they even think about it.

Instagram was created in 2010 by Facebook. At the time Instagram was created, Facebook had already been around for six years, as they were founded in 2004. This allowed them to be experienced enough to create another platform. Many don't understand why they wouldn't integrate the features of Instagram into their own, but there are many reasons why.
One reason is to have Instagram stand on their own. Many social media users use two platforms for different reasons. For instance, Facebook is great for sharing news and life events, while Instagram is a great business tool. Another reason to not integrate is to increase the numbers of created accounts for both platforms.

Many people may not be aware that Instagram was created by Facebook. While Facebook was founded in 2004, six years later (in 2010), Instagram was created. Being that Facebook had already been around for years, it gave them enough experience about the social media world to fill a void.
That void was a platform exclusively dedicated to photos. This is why Facebook didn't integrate Instagram into its own platform. For one, it allowed Instagram to stand on its own as a network. Another reason is that the number of users of each platform increased, which is great from a metrics view.
There are many reasons why a successful company would invent or create another company. It is because they have the money and know-how to design a company or product that relates to the original product. However, they may want the new product or service to stand on its own. They want the users to use both products which are those offered by Facebook and by Instagram. If Facebook was to integrate with Instagram, the users may only choose one either Facebook or Instagram to use and not both of them.
So, keeping them separate may have increased the number of users that created accounts for both Facebook and Instagram. It is often believed that combining them will give Instagram more success, but it doesn’t always work out that way.
