Yes, Arnold Schwarzenegger has been accused of sexual abuse. He was accused of many sexual harassment cases, and he somehow admitted that he could not change who he was many years ago. Last 2003, before he became appointed as governor, there were women who accused him of groping.
They said that they were groped without their consent. There were also some reports that he had a different relationship with other women while he was married. This is not exactly sexual abuse, but this is still against the law. Some believe that even with all of the things that he has done in the past, he may have already repented and changed, but no one knows for sure.
One of the most negative things about most public figures and celebrities is this issue of sexual abuse and misconduct. As expected, Arnold Schwarzenegger as a public figure was not exempted from this as there were reported cases of sexual harassment levelled against him. Although, it might be very difficult to say whether those allegations are true or not but they actually broke out. For example, in 2003, about six women came to attack Arnold Schwarzenegger for allegedly harassing them between 1970s and 2000.
Although, we might not really conclude whether those allegations were meant to stop from contesting for the governorship position of the California, however, Arnold Schwarzenegger later came to apologize for anything he might have done wrong to anybody, though he didn't specifically say whether those allegations were true or not. And luckily for him he was elected as the governor of California in the rerun election that sacked Grey Davis.
