Fuchsia makes use of Flutter because it is its UI rendering engine. Flutter is a type of framework that is commonly used in order to create different cross−platform applications. This is being used by Google right now to hopefully create different applications that will be applicable and available in different types of platforms.
Right now, different app developers would need to create separate apps for the different platforms to accommodate different audiences but with the use of Fuchsia and Flutter, this is supposed to take care of this issue. This means that the code can be written once and it will already become available in the different platforms that you choose.

In December last Google did report the stable release of Flutter in a 1.0 for anyone to trial. Flutter and Fuschia are the new Google based OS for multiplatform functionality
