It will depend on a lot of factors. Fuchsia has reportedly started being developed back in the year 2016 and while it was expected to be released a year later, there isn’t enough information that will show when it is going to be ready. If Fuchsia will be very good and will not come with a lot of bugs and other issues, then it may become the OS that will be used by Chromebooks instead of Windows but if in case it does not work out the way that it should, there may be other companies who are also creating an OS that is similar to Fuchsia that may release its product faster or may become more effective than Fuchsia will be.

Will Fuschia be the operating systm of the future? Yes, if it is successful, and No if some other company miraculously develops something better. Technology being such a rapidly moving area of our existence, the latter is bound to be true, ultimately.
But by "the future" you are probably thinking in terms of a decade not a generation. The idea of an operating system that works on all platforms is obviously the way to go. We need to have a universal operating system, perhaps.
