Yes, Google Fuchsia is meant to have the ability to run Android apps. This can make a lot of people heave a sigh of relief because this is one of their main concerns about the possible change that may occur soon. Fuchsia will be able to run not only on phones.
It will also have the ability to run on PCs and even tablets. This is not yet considered to be something that will replace Android. There is a chance that it will become the primary OS for the various IoT devices but over the next few years, it may be expected to replace the OS of smartphones.

Yes, it seems that an additonal file to ART - Android Run Time - allows for or enables Android apps to still function properly under Fuschia. Because Fuchsia is written using the Flutter SDK, which runs on Android, chunks of Fuchsia can be run on an Android device.
I don't know more that is relevant to Android apps. and even the above information is only a couple of weeks old, so you might want to keep your eye on the serious Tech press for more detailed information. I suspect the development team are still ironing out teething problems.
