If your sister has come of dateable age you should let her date someone. All you have to do is to determine that the person she has chosen to date is trustworthy. You can also ask this person questions to see if they would be a good fit for your sister. Ask questions like: What’s your favourite thing about my sister? You should look for a sincere answer and it shouldn’t look like he is faking it. What are your friends like?
The kind of friends he keeps will tell you more about the kind of person he is. What do you do for fun? This will tell you a lot about him, if he only mentions things like “watching TV “ and “playing video game” it means this person doesn’t get to go out of the house. What do you do for a living? You want to know if he has a steady job or at least he is going to school. You do not your sister to end up with someone that has nothing doing.
Are we talking about a sister under the age of sixteen? And are we assuming that you have no parents to take such decisions, so that you are the one person who has responsibility for your sister's welfare? If so, then your sister should be able to date a school friend, or someone of similar age sh has met in safe circumstances. I.e..no over the internet.
You need to specify your worries when asking thi question so that you can be answered more effectively. It may be that you can improve your sister's safety by escorting her to and from dates, but she might feel unhappy and inhibited by this.
