This is a complicated question. It is hard to say that you know who someone is as a person if you have never met them. The best you can do is use their actions to try to get an idea of what beliefs they hold and observe their behavior to get an idea of their moral compass. Laura Loomer is part of the alt-right Republican Party and became popular after attacking the religious beliefs of Ilhan Omar.
Considering all of the terrible things that Laura Loomer has said and done to spread hate towards minorities, I would personally say that she is not a good person. The alt-right community regularly fights for the oppression of immigrants and those of Muslim faith.
