Brown eyes occur less often than blue, but it is due to the amount of melanin, just as it is with skin colour. All babies, even in people with the blackest skin, are born with blue eyes, though these may be dark blue, like a navy. But within 12 to 18 months, more melanin can accumulate in the iris.
Then eye color changes from blue to green, hazel or brown. Brown eyes are said to be dominant hereditarily, but a brown eyed parent may still produce a blue eyed child if their partner is blue-eyed.
