PayPal is free for the person purchasing something. However, if you buy something in a different currency than what is on your credit_card/bank account they give you the option of choosing between your bank's currency conversion, or PayPal. In most cases, it is better for you to do this conversion in your bank.
There is the standard percentage fee for receiving funds, which is determined by the amount of volume you receive into your account. Expect a range from between 1% up to 3.4%. There is a cross-border fee if you are receiving funds from a different country. The amount of the charge depends on which country the chargeback fee of $20.00 if the sender reports the transaction with their bank.
