It is easier to designate the countries that do not allow PayPal. These include Antarctica, Afghanistan, Cuba, Iran, Iraq. North Korea, Syria, Turkey, Haiti, and Pakistan. Many developing countries are not supported because of issues with fraud, or the market is not profitable enough to support companies like PayPal.

Some also do not accept credit cards as an acceptable form of payment. PayPal claims to support 190 countries. However, conflicting research shows that PayPal only supports 45 countries. People can also send money, receive money, and withdraw o their local bank accounts.
