Early in the storm's history, the system brought hazardous conditions to the Cape Verde islands, which resulted in some landslides and flooding. A state of emergency was declared. A mandatory evacuation was put into effect. Florence had enough wind speed to uproot trees and cause widespread power outages throughout the Carolinas.
As the storm reached inland, heavy rain caused widespread flooding, and major rivers spilled over their banks. Most major roads and highways in the area experienced massive flooding. The storm also spawned tornadoes in several places along its path.
