I will say NO, In games, it is not easy to declare some one as the best. In games, someone can have very good and impressive records and then a newbie comes and change the game. Shroud has been killed many times in PUBG, that does not make the other player the best.
Shroud is extremely good and inarguably one of the best players in PUBG but in real sense, nobody can be declared as the best in PUBG.
