Some people blink more than others because their brain is set to blink that way. Some blink fast because of some nerve conditions like Parkinson's and Huntington disease.
Everyone has a different blinking rate. An area of the brain called chordate nucleus controls blinking, it sends impulses down the nervous system and into the muscles of the eyelid. Most people blink once in 2 - 10 seconds. Blinking can also be triggered by anything trying to get in contact with the eyes like dust and pollen.
