Yes, Charlie Chaplin’s film “The Great Dictator” was a parody of Nazi Germany and Hitler. It was the first “talking movie” made by Chaplin and it was made in 1940 while Hitler was still in power and while World War II was still taking place.

The plot “concerns an innocent Jewish barber (Chaplin) who ends up being mistaken for the Ptomanian dictator Adenoid Hynkel (also Chaplin). He soon finds himself dressed in the fuhrer's outfit, on a platform facing 'his' army, and expected to make a rousing speech to spur on the evil genocide and invasions.”
