This is a complicated question, or rather its answer is complicated. If we look at all the peoples who have suffered enslavement, then being saved from slavery goes right back to the 16th century.

So you see, some European countries were advanced thinkers then. It was Spain who tried to protect native Americans, although I'm afraid that at that time they were happy to have Africans take their enslaved places.
