How many people need to report getting sick after eating the same food, in order for a foodborne illness to be investigated as an outbreak?

There are only 2 people who are needed to report in order for the condition to be called a foodborne outbreak. The reason why the number of people is still few as the authorities would like to know if there are other people who are also reporting the illness. The main goal of people is to control the outbreaks so that other people will not get affected anymore.

This should also be done in order to prevent the same situation from happening in the future. There are different factors that can affect the outbreak such as improper handling of food. The temperature of the food may also have an effect on the quality of the food.
