Plankton is unlike other villains who will do anything to kill their enemy just for his advancement. Never in a Spongebob episode shows that Plankton plans to kill Mr. Krabs for the sake of getting the Krabby Patty formula. He is also good at making weapons and using advanced technology devices just to get what the secret formula of the Krabby Patty.
He is also good at manipulating others (especially Spongebob) to help him steal the formula but his success on this is most of the time short-lived. He is small in size so residents of Bikini Bottom do not really consider him as a threat but a pest. It is only Mr. Krabs who consider Plankton dangerous because he has Plankton wants.
