It is possibe to have a low IQ and be smart. Low IQ is objective and derived from an instrument that can make a flawed assessment, while intelligence can be assessed subjectively, and can be assessed relative to others in a group or context.
We have had notable people in our society with low IQ. Some of them grow up to become Presidents, Novelists, Poets, Politicians and even Scientists.
Someone can be very good at a game, a profession, at politics, at crime, at war, and be thought of by many to be smart, while having a low IQ score. Examples of such people are Abraham Lincoln and Dr. James Watson.
