If this can be done in the future, the answer is yes. There are so many new technologies that are being invented. There are different things that smartphones can do now that were not done in the past. The question is if people would be interested in it. There are a lot of people who are not too fond of the already-large phones that are available now.
For cellphone cameras to have the same picture quality as actual cameras, they would need to make the phones even bigger. There are also a lot of mechanisms that are available in cameras that cannot be placed in cell phones at present time. It is not ideal at this point in time.
Cellphone cameras are starting to look even more amazing as time passes by. In the past, phone cameras were not that good. The quality is evident and professional photographers would not think about shooting with a cell phone camera at all. Over the past years, however, more and more cellphone cameras offer dual-cam features. Some make use of lenses of popular camera brands.
As of now, phone cameras are still not as good as DSLR cameras and mirrorless cameras but who knows what will happen in the future? There is always that big chance that some phone cameras will be so good that you will not see the need to purchase actual cameras at all.
