There are about four conjugations which can be used which includes:

1. It
2. When
3. That
4. What

Considering the sentence, it has two different verbs: the first one being will be carried while the second is; it has not yet been announced. However, what should be regarded as the main verb, is the present perfect verb, while the other verb, which is in the future tense, should be considered as secondary.

Therefore there is a missing connector. The missing connector, in this case, is not "it" because "it" is not a connector. Also, it is not "when" because it refers to a time frame, and it is not in keeping with the sentence idea.

The missing connector is not "that" because it serves as a pointer, and a pointer does not make sense in that sentence. The correct missing link is "what."
